The role of program evaluation in the conduct of public health programs is examined. There is a strong emphasis on broadening the roles of program evaluation to include program planning, design, implementation, or monitoring as the evaluative focus, as well as the more traditional impact evaluation. The importance of negotiation and planning of program evaluations with commissioners and stakeholders to enhance knowledge utilisation is stressed, and students develop skills in defining appropriate evaluation questions; applying a variety of data collection and analysis strategies; the effective reporting of evaluations; and developing different evaluation plans for pro-active, clarificative, interactive, monitoring and impact evaluation purposes. Students may choose to combine their study of Health Program Evaluation with the study of Economic Evaluation, as both represent important approaches to public health research and evaluation. Students specialising in Health Program Evaluation acquire knowledge and skills in both the theory and applied practice of the evaluation of health programs and public health interventions.

The Selection Committee will evaluate the applicant's ability to pursue the course successfully using the following criteria: an undergraduate degree in any discipline, or equivalent; at least 200 points of tertiary study in any discipline and at least five years of documented relevant health‐related work experience. International applicants must fulfill any one of the following English language requirements: IELTS (academic English only) score of 6.5 (with no band less than 6.0); or TOEFL (paper-based test) score of 577 plus TWE 4.5, TOEFL (computer-based test) score of 233 plus 4.5 essay writing and TOEFL (internet-based test) score of 79 (writing 21, speaking 18, reading and listening 13 each); or Pearson Test of English (academic) score of 58-64 inclusive and no communicative skill below 50.
