This program combines instruction in environmental systems engineering with a focus on occupational health and safety. The most precious resource in any organization is its people. People are a company's major investment, and their welfare is essential to good business. The safest workplace is the most productive workplace. Industrial accidents disrupt production and affect people's lives. In today's competitive marketplace, companies cannot afford the losses that are incurred and increasingly, employees are sensitive to their environment and are demanding safe and healthful working conditions. This option is designed to provide students with the technical and managerial skills necessary to address the occupational health and safety concerns associated with the energy production, manufacturing, construction, and government sectors. Employers in the United States are mandated by federal and state laws to provide workplaces that are free of recognized hazards to personnel. These students are trained to design the protection systems that will ensure compliance as well as protect workers from these recognized hazards. Agencies, such as OSHA and MSHA, have placed increased emphasis on employer responsibilities for the health and safety of their employees. Annually, work-related accidents affect not only workers' compensation but also reduce productivity.

Penn State does not have a minimum GPA or standardized test score used for admission: it consider a combination of students GPA and standardized test scores, as well as a few other factors. The high school grade-point average (GPA) accounts for approximately two-thirds of the decision. The remaining one-third is based on other factors, which may include standardized test scores, class rank, personal statement and activities list. Secondary records are required for both first-year and transfer applicants. Transcripts of course work and grades are required for four years of secondary school study. If students attend a post-secondary institution outside the United States, it requires official transcripts which include all subjects studied each year and the grade/mark earned in each subject. If students attend a post-secondary institution in the United States, official transcripts should be sent directly from the institution to Penn State. The SAT or ACT is required if students native language is English, or if they are a U.S. citizen or permanent resident. It is optional if their native language is not English and not required if they have completed a year of post-secondary course work. International Students whose native language is not English must submit proof of English language proficiency: A minimum TOEFL score of 80 on the Internet-based TOEFL, 213 on the computer-based exam, or 550 on the paper exam (score reports must be official and cannot be more than two years old); A minimum IELTS score of 6.5 on the academic test; SAT score of 530 or higher on the critical reading or writing section; IGCSE score of A, B, or C on the English language exam, or; IB score of 5 or higher on the English language exam. Applicants who have been in a U.S. college or university and have completed two years of full-time academic course work and have a grade of C (2.0) or higher in a Standard English composition course will also meet the language proficiency requirement.
