This program provides an excellent opportunity to bring together African-American history and culture with the specialized skills of policy analysis and research. The joint program, sponsored by the African American Studies Department and the School of Public Affairs, seeks to prepare students to enter and contribute to the world of policy making with a unique understanding of the problems and challenges facing the black community. Students who successfully complete the program receive a B.A. in African American Studies and a Master of Arts in Public Management.

Applicants must have a four-year baccalaureate degree from a regionally-accredited U.S. institution or the equivalent of that degree from a non-U.S. institution, and they must have earned a 3.5 Grade Point Average. International applicants should demonstrate a proficiency in the English language by taking the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS).

The African American Studies Department (AASD) at the University of Maryland College Park began in the 1960’s under the leadership of Professor Mary Frances Berry and John Blassingame. The program, provided by the department, establishes groundwork for building a tradition of excellence in teaching and research. Studies of racism, colonialism, and slavery as well as the art, music, and literature of blacks in Africa and the Americas were among the courses made available to scores of students who came to the program in the 1970’s. The idea of combining the study of African Americans with rigorous training in analytical problem solving, policy research and public management evolved in a created response by AASD in the search of solutions to contemporary problems confronting the African American community.

The University of Maryland provides good residential facilities to its students. There are about 8,245 beds in 36 residence halls and a 625-bed Leonardtown apartment community in the University. Most students live in double rooms and have one roommate. About 12 per cent of all beds are in triple or quad rooms, where students have two or three roommates. Single rooms (no roommate) are assigned solely to returning residence hall students through a seniority system. There is no access to single rooms for new-to-housing students, including for reasons of a medical condition or disability. New-to-housing students may request assignments in traditional "dormitory-style" residence halls (most without air conditioning) or in furnished, carpeted and air-conditioned apartments or suites. Housing demand from graduate students usually exceeds the supply of available beds, so students are requested to ask for housing early, preferably immediately upon receiving formal notice of their admission. All requests are initially placed on a waiting list. If space becomes available, graduate students are moved off the waiting list and assigned a room and roommate. Priority for residence hall housing is given to full-time undergraduate students. The Department of Dining Services offers plans to suit every appetite and every schedule. Classic plans accommodate those living in on-campus residence halls, optional plans cater to students living in nearby apartments and houses, and add-on plans meet the needs of students with large appetites or a desire for even greater convenience and flexibility. Only students who live in traditional and suite-style residence halls where no cooking is permitted are required to have dining plans.
