This course develops a foundational knowledge of the management, communication and collaboration skills which students need to be an effective public administrator. The curriculum covers topics such as public finance and accounting, human resource management, public-private collaboration, strategic planning, participative governance, contracting, and privatization. Interactive learning technologies, along with access to a rich, global network of experienced faculty and professional peers helps the students to gain the perspective of various public service roles. Convenient electronic textbooks lower program costs and provide immediate access to course materials. People who choose this specialization are likely to be pursuing entry-level professional positions or advancement in government agencies or non-profit public service organizations.

Core modules include: Developing a Public Administration Perspective BPA3004, Fundamentals of Management and Leadership BUS3010, Introduction to Public Administration BPA3025, Theoretical Foundations of Public Administration, Human Resource Management in the Public Sector BPA3045, Fundamentals of Organizational Communication BUS3050 and Introduction to Public Finance and Accounting BPA3065. Specialization modules include; Principles of Organizational Planning and Accountability BPA4101, Public Policies and Regulatory Processes BPA4102, Ethical Standards and Legal Issues in Public Administration BPA4103, Introduction to Diversity and Cultural Competence BPA4104, Creating Public Value BPA4105, Resource Management in the Public Sector BPA4106, The Political and Administrative System BPA4107 and Privatization of Government Services BPA4108. Elective courses include: 39 quarter credits of additional undergraduate courses and Capstone Course and learners should take during the final quarter: Public Administration Project - 6 quarter credits BPA4993. To complete the Degree students need 45 quarter credits in general education subject areas with a minimum of 6 quarter credits from each category. Residents of Arkansas must complete Arkansas general education requirements.

Students must have completed high school diploma or equivalent. They must be at least 24 years old. International students whose language of instruction is not English are required to take one of the following tests: the Test of English as a Foreign Language (TOEFL) with a minimum acceptable score of 550 on paper-based test, 213 on computer-based test with a score of 4.0 or higher on the Test of Written English (TWE), or 79 on internet based examination; Michigan English Language Assessment Battery (MELAB) score of 80; International English Language Testing System (IELTS) with a score of 6.5; or Pearson Test of English (PTE) score of 59.
