This specialization is designed for individuals interested in special education and counselor education. Graduates aspire to positions of leadership in a variety of settings, including public and private schools; community colleges and universities; community, state, and federal agencies; and other settings focusing on the special needs of children, youth, and adults. The program is designed for professional educators committed to improving educational practices in special education or counselor education. Examples of focus areas for practice-based research include interdisciplinary collaboration, systems, change, program, evaluation, curriculum development, assessment, interdisciplinary collaboration, program administration, in-service education, professional development, and instructional practices

Masters applicants must hold a degree equivalent to a 4-year U.S. bachelor's degree from a college or university recognized as an institution of higher education by the Ministry of Education in the respective country. The applicant must have earned a cumulative (overall) grade point average (G.P.A.) in all undergraduate courses of at least 2.50 (when converted to the U.S. 4.0 grading scale) for conditional admission and a G.P.A. of at least 2.75 for regular admission. Applicants with 12 or more graduate credits must have a cumulative G.P.A. of at least 3.00 and this G.P.A supercedes the undergraduate G.P.A.
