The School of Behavioral Sciences and Education actively fosters critical thinking skills, celebrates diversity, and provides excellence in: teaching and advising through innovative academic programs in adult education, health education (including kinesiology), nursing, psychology, the social sciences, teacher education, and training and development for both traditional and non-traditional students; basic and applied research that contributes to a body of knowledge and to peoples’ quality of life; scholarship and creative accomplishment; providing a dynamic, student-centered environment for teaching and excellence; service and outreach in behavioral sciences and education to the community, the region, and beyond; the use of appropriate technologies for instruction and assessment; the preparation of students for advanced graduate study and life-long learning; and, providing collaborative learning and research opportunities for students.

This University provides both on-campus and off-campus housing to the students. Residence Life at Penn State Harrisburg encompasses more than just the residential facilities. Included in the concept is a human services component - the personal advice and guidance, programs and special services designed to enhance the out-of-classroom experience. The Village at Capital College apartment complex offers 74 units for 328 students. First-year student apartments provide three double-occupancy bedrooms and one triple-occupancy bedroom, while upper-class student apartments provide four single-occupancy bedrooms. All apartments feature a living room, a fully equipped kitchen, and two full bathrooms with a washer/dryer unit. The Community Center provides a lounge area, meeting space, Residence Life offices, and mailboxes. Classrooms, the library, athletic fields, gym, and other campus facilities are nearby. Parking is also conveniently located near the complex. The apartment amenities are: couch, chair, coffee table, window seat, full-size refrigerator, stove, table with four chairs. The university's housing services include: Cleaning, Computers, Laundry Facilities, Mail, Newspaper Readership Program, Parking, Recycling Program, Telephone Service, Television Service.
