The School of Public Affairs at Penn State Harrisburg is a comprehensive unit, with programs ranging from bachelors degrees in Criminal Justice, Political Science, and Public Policy, to masters degrees in Public Administration, Health Administration, and Criminal Justice, to a Ph.D. in Public Administration. In addition, the undergraduate Criminal Justice program is also offered online through Penn States World Campus. Students are in the process of developing online graduate programming in Homeland Security and Defense. Finally, the School offers several post-baccalaureate certificate programs, in Policy Analysis and Evaluation, Non-Profit Management, Long-Term Care, Public Sector Human Resource Management, and Public Budgeting and Financial Management.

This University provides both on-campus and off-campus housing to the students. Residence Life at Penn State Harrisburg encompasses more than just the residential facilities. Included in the concept is a human services component - the personal advice and guidance, programs and special services designed to enhance the out-of-classroom experience. The Village at Capital College apartment complex offers 74 units for 328 students. First-year student apartments provide three double-occupancy bedrooms and one triple-occupancy bedroom, while upper-class student apartments provide four single-occupancy bedrooms. All apartments feature a living room, a fully equipped kitchen, and two full bathrooms with a washer/dryer unit. The Community Center provides a lounge area, meeting space, Residence Life offices, and mailboxes. Classrooms, the library, athletic fields, gym, and other campus facilities are nearby. Parking is also conveniently located near the complex. The apartment amenities are: couch, chair, coffee table, window seat, full-size refrigerator, stove, table with four chairs. The university's housing services include: Cleaning, Computers, Laundry Facilities, Mail, Newspaper Readership Program, Parking, Recycling Program, Telephone Service, Television Service.
