For PhD programmes, you are expected to hold excellent undergraduate and postgraduate degrees, typically including a taught Master's degree with a dissertation. In addition to formal qualifications, a key factor in the decision to accept you onto the programme will be the quality of your research proposal and its relevance to the departments research interests.
